Introduction to Special Issue: Airport infrastructure management and the impact on competition conditions, efficiency and consumer welfare

Abstract
The majority of papers in this special issue were presented at a conference in Mexico City in the fall of 2015. The impetus for the conference was the ongoing level of congestion at the Mexico City Airport (MEX), which affects the economic welfare of passengers and airlines and the construction and impending opening of the New Mexico City Airport in 2020 and how governance and regulatory reform could be changed. Our intention from the beginning was to publish a special issue from the conference anticipating we would have all the papers ready for publishing in the fall of 2016. However, events intervened which delayed the managing of the special issue and some authors chose to withdraw their prospective papers based on their conference presentation. We therefore solicited four additional papers which were consistent with the original conference topic and which we felt would add to the theme of the special issue.
